make up some superstud made-up japanese dude for all the people with cap to throw out maxes to... maybe make some sort of negotiation process for the bigger stars each fa if it wouldn't be too much additional work

I have about 5 guys for each of the next 3 FA periods. Nothing great, but possible rotation guys.

It would make sense to have one or two borderline star types - not superstars by any means - but a definite rotation guy or two. Otherwise, you're putting the rebuilding teams at a bit of a disadvantage.
Not every team can try to compete with a creation draft - it's just not feasible. Some teams have to take a different route. I think it makes it a little more interesting for the rebuilding teams to have one or two borderline stars available in FA.
Just my opinion. I guess it depends on what Spence means by 'possible rotation guys'.
